Paedo Allowed To Spend Time With Children, Bedfordshire.

A Paedophile caught with sickening photographs of children, has won an Appeal Court ruling which means he is allowed to be around youngsters - but his computer can be inspected by police at any time.

John Williams was handed a three-year community order at Luton Crown Court in October last year, after he admitted possessing indecent images of children.

The 35-year-old, of Viking Grove, Kempston, was also ordered to complete an internet sex offenders' treatment programme and was given a sexual offences prevention order (Sopo).

Under the terms of that order, he was banned from having contact with children and was told his computer equipment could be scrutinised by officers - without any notice.

He challenged the order at London's Criminal Appeal Court, with his lawyers arguing that it was 'too oppressive'.

Top judges allowed his appeal against one aspect of the order, saying the condition banning him from having contact with children was 'too wide'.

But they said the police should be able to check his computer at any time, adding that this would 'concentrate his mind' on his rehabilitation and ensure he sticks to the terms of the Sopo.

The court heard officers searched Williams' home in June 2011 and seized his computer equipment, which was later found to contain 2,361 indecent images of children.

Judge David Griffith Jones QC said Williams had no previous convictions, was described by a probation officer as being remorseful, and was willing to engage in psychiatric therapy.

His lawyers argued the two terms of his Sopo were 'too wide' and restrictive and urged judges to vary them so that he be allowed contact with children and the police would only be able to visit him at certain hours of the day.

Allowing the appeal against the ban on contact with children, Judge Griffith Jones said there was 'no indication whatsoever' from psychiatric evidence that Williams was likely to commit an offence against a child.

However, the judge said the order that police could check on him whenever they wished should remain in force.

Sitting with Lord Justice Fulford and Mr Justice Griffith Williams, he added: "Having given this careful consideration, we conclude that this measure is both necessary and proportionate.

"It seems to us that, where someone has downloaded material in the privacy of their own home, it thwarts the protection this provision creates to say police can only attend or seek to attend within certain hours.

"The fact he will know that the police can inspect his computer equipment at any time will concentrate his mind to further reinforce his intention to obey the terms of this order."

Calderdale Social Services,

Further evidence as to the corruption surrounding Calderdale Social Services in the 1980's and 1990's...
During a conversation with a former Head of one home in Calderdale, we were talking Social Services and how things were managed within Residential care as a whole.
Every two weeks, all the Heads would gather for a meeting, discuss any problem kids, what to do about them next, blah blah.... it was mentioned that Phillips had been the person who decided where every child would be placed upon leaving the Calderdale area. He would pick "an appropriate placement" for each child based on the reports from the Head of whichever home they were in at that point.
Surely decisions on placements in other Boroughs would have been made in consultation with the child's key worker?
No was the reply.
Or at a more senior level?
Again, No.
It was left to the Head of Skircoat Lodge Assessment Centre, Halifax.
Now if Phillips was the man deciding who went where, that makes him the conductor of this "orchestra". 

Phillips used four facilities on a regular basis;
St Williams, Market Weighton
De La Salle operated this home for over 3 decades. This facility was for Boys only. It closed in 1992.
*It strikes me as "out of character" for Phillips. Whilst yes, he was a control freak and sadistic to a point, he wasn't religious.
St Williams School opened in 1856 and was situated on the outskirts of
Market Weighton in East Yorkshire.

The school provided a residential care setting with educational provision for
emotionally and behaviourally disturbed male adolescents between the ages
of approximately 11 years to 18 years of age.

The majority of residents had criminal backgrounds and were referred from
Local Authorities from across the North of England.

The establishment itself was situated within its own extensive grounds and
comprised of classrooms, a place of worship, a swimming pool and a farm.

St Williams School closed on economical grounds in 1992.
Mr Benedict MACKAY was arrested in May 2003 for offences of gross
indecency and indecent assault following allegations made against him by
three ex-residents of St Williams School. Mr MACKAY was due to stand trial
on 6th September 2004 with four other individuals, James CARRAGHER,
Peter BOWER-GUYLER, John HOLDCROFT and Anthony MCCALLEN. On
4th September 2004 one of the main witnesses committed suicide in prison
and as a result the indictment was split and James CARRAGHER and Peter
BOWER-GUYLER were to be tried separately from the other three. In the first
trial James CARRAGHER was found guilty and sentenced to fourteen years in
custody, Peter BOWER-GUYLER was acquitted.

Two of the main witnesses against Mr MACKAY refused to give evidence in
the forthcoming trial and as a result no evidence was offered against him and
the other defendants, the case was dismissed. His complaints against
Operation Aldgate are supported by his son .

Mr John HOLDCROFT was arrested and interviewed in May 2003 following
allegations of indecent assault made against him by two ex residents of St
Williams School. 

Aycliffe Approved School County Durham
Rod Ryall (Calderdale Director, 1984-1988) started his career at this facility in 1961.
AYCLIFFE Secure Services, also known as the Aycliffe Centre for Children, suffered allegations of brutality and a prison-style regime in the Eighties and Nineties.
The centre gained a high profile reputation under the directorship of Dr Masud Hoghugi, who took over in the Seventies, and enjoyed the Royal patronage of Prince Andrew, who visited during the Eighties.
In 2001, a former member of staff was jailed for 15 years, later reduced to 12, for abuse against three boys, including rape, between 1988 and 1996.
*Aycliffe is understandable, he used Ryall's contacts.
A secure children’s home for young people aged between 11 and 17 years of age for boys and girls. Young people are sent by the courts either on criminal or welfare grounds. This facility is still operating.

Bryn Alyn Community Wrexham and Telford
We all know that story....
*Bryn Alyn, I still don't know how that contact was established, for sure.
This facility was not secure. It was just in the middle of nowhere. Even if you did make it several miles down country lanes, all the signs were in Welsh. They offered very little direction to English children.
He sent 10 people, that I am aware of, to Bryn Alyn Community. All girls, despite the Community accepting both. The final building of this Community closed in 1995.

The fourth is as yet unknown. My source was struggling to recall the name of the facility. Whilst I do have clues as to which it is, I need to do more digging.
*Time will tell.

To me, that amounts to Trafficking.
I have passed all of the information to the police, yet West Yorkshire Police insist there is no crime to investigate and that the matter was dealt with, in it's entirety in 2000/2001 when Phillips was sentenced to 7 years for Crimes against Children.
No they were not!
He never faced charges relating to Children being sent to other Boroughs, others homes. Some of which were designed purely to keep you contained.

A brave, but anonymous victim left a comment on a post relating to Malcolm Osric Phillips and I felt their story needed sharing with the world.
This is the man that they are letting walk free, despite there having been mention of Indecent Exposure last year, when I was speaking with the CPS about him.
It was November 1983 when I was taken to Skircoat Lodge.
My grandfather had died in the May and I went "out of control". I always played my grandparents and Dad up but if I had known what the future would hold for me I never would have be un ruly at home.
Linda Brunning, Evil as they come. I lost count of the amount of times she would sit on the back of my kneck until the blood vessels in my face burst then I would be watched by her or Phillips while I had a bath. Humiliating doesn't cut it!! But what Phillips would go onto do to me was the most sickening and depraved act of violence. I was taken into care because I had been abused and was to give evidence at crown court against my abuser.
My bad behaviour became unbearable for my family so Skircoat Lodge seemed to best option, in their eyes and my then social worker, Jackie Hanson. Phillips took away my dignity, self-respect and marked the beginning of the end for me emotionally and psychologically.
Of course I ran away from Skircoat, I too was in the 6 bed dorm. Out the window and along skircoat into Halifax. Straight into the police station to report the rape. But I was called a liar, taken back to skircoat where phillips and the night officer were waiting.

New Barns School

Cast your mind back to September 8, 2013.
An article hit the Mirror, detailing the arrest of the former Head of New Barns School, Toddington.
Detectives swooped at the home of Richard Alston, 69, in Bury St Edmunds, Suffolk.
He was held after we put a witness in touch with Met Police working on Operation Fairbank.
The man – now in his 40s – claims to have ­information about a high-level paedophile ring.
Alston was arrested on August 20 under Operation Cayacos – a new strand of Fairbank.
He was questioned before being released on police bail and is due to appear again in November.
Alston is former head of New Barns School, Toddington, Glos, which closed in 1992.
The independent boarding school took children aged six to 12 with emotional and behavioural problems.
When told the People knew he had been arrested over historic sex allegations, he replied: “That’s true, but I have no wish to say anything further.”
A statement from the Met Police said: “We can confirm that officers from Operation Fairbank have arrested a 69-year-old man in connection with historical allegations of sexual assault.
“The man was arrested at an address in Suffolk on August 20, taken into custody locally and later bailed to return, pending further enquiries. ”
Fairbank was launched after Labour MP Tom Watson raised concerns in the Commons about high-level paedophiles in the UK establishment.
Mr Watson asked a question in the House of Commons last October about paedophiles with alleged links to the heart of Government.
Since then, numerous sources have told us of abuse allegations. Information we passed to police led to 68-year-old Charles Napier’s arrest at his home in Sherborne, Dorset, last November. He was bailed until November.
Earlier this week, another offshoot of Fairbank – Operation Fernbridge – saw two of the three people they have arrested so far come to court.
Father Tony McSweeney, 66, of Pease Pottage, West Sussex, and John Stingemore, 71, of St Leonards-on-Sea, East Sussex, were arrested in February and are charged over seven youngsters allegedly abused at Grafton Close Children’s Home, south-west London in the 1970s and 1980s.
Both were bailed by Westminster magistrates. Father McSweeney faces charges of indecent ­assault and child porn – Stingemore of indecent assaults, child porn and plotting a sex offence.
What The Mirror failed to point out was two important pieces of information....
New Barns School was Peter Righton's own personal prey ground 
and 
Richard Alston is Righton's ex-lover. All of this information was available if a simple search had been done.... 
So the question begs.... why the hell did it take the police 21 years to arrest Righton's lover, from the initial raid on the house they shared?
His correspondents included an assistant bishop, artists, aristocrats and public school teachers. It then  emerged that Righton’s lover ran a school for emotionally disturbed children, and Righton was vice-chairman of governors. New Barns School in Gloucestershire, which was atteneded by many children from London care homes, was  investigated and closed down on child welfare grounds. A criminal trial followed and all eight staff were cleared of charges of  conspiring to falsely imprison. Another teacher was jailed.
Eileen recalls the story of Liam, a boy in one of the Islington homes central to the paedophile ring’s production of pornography. Liam attended New Barns school; the deputy superintendent , Nick Rabet (who committed suicide in 2006 after being arrested for abuse), used to drive him there. Liam suffered such trauma that he had a breakown at 16, and his memories today are fragmented. He began telling people of the abuse in 1989, three years before the school was closed. His social worker was deeply concerned and promised action. But on Christmas Eve 1989, he disappeared and Liam’s files disappeared with him. Source

Partners Of Survivors Of Abuse

If your partner has recently disclosed to you that they were abused you may well be in a state of shock, disbelief, confusion and not knowing what to do, how to help, what to say etc.
You may also be experiencing an enormous amount of anger against the person who abused your loved one. There may be anger also towards your partner that maybe you felt they should have told you sooner.


At this time your partner will also be feeling very unsure of themselves, unsure how you will react, unsure whether you will believe them (when perhaps others haven’t), unsure whether you will blame them, unsure whether it will change the way you see them, change your love for them, change the relationship you have together).


It is important to recognise that your partner has put in you an enormous amount of trust by telling you about they have been abused which is a very difficult thing to do.
A survivor has to be ready to disclose abuse in their own time – do not take this personally and be upset that they may not have told you sooner – survivors cope with life in many cases by blocking off and denying the abuse – that is how they get through each day, how they get on with their lives – by admitting the abuse to another person they are having to face the reality of the abuse and sometimes that can be very difficult for a survivor to do.


Recognise and accept that you cannot take away your partner’s pain, you cannot make it all better, you cannot force them to get help, and never force them to divulge details of the abuse to you unless they choose to. Many survivors find it easier to talk about the abuse to someone not known to them like a helpline, counsellor, trusted friend – again do not take this personally – your partner needs to talk about this openly with someone and may not be able to do that with someone they are close to and love – they may hold back for fear of upsetting their partner and may find it difficult to talk about explicit details for fear of it affecting their relationship with you.
When a survivor is abused all control is taken from them. It is natural that you may feel you want to take control now of the situation to help them, get them to see a counsellor, get them to talk, etc. However, that is the worse thing you can do. You must let the survivor work through this in their own time and in their own way. They need to be ready to get help and to work through what has happened to them. They need to stay in control.


Disclosing abuse to a partner can effect a survivor in many ways – they may pull back from intimacy, they may pull back from affection or they may want more intimacy and/or more affection. Again don’t take it personally if your partner has times when they don’t want to be touched and cannot cope with intimacy. Always reassure your partner they are safe and you are there for them.

Survivors can and do heal from the abuse they suffered in their past and will need a lot of caring, patience, support, love from their partners while on their journey to recovery.

Child Trafficking For Sexual Exploitation, Executive Summary.

The executive summary of child trafficking for the purposes of sexual exploitation can be found on the ECPAT web site.

The UK continues to be a significant transit and
destination country for child trafficking. From
January to September 2011, Child Exploitation
Online Protection Centre (CEOP) identified

202 children trafficked into and within the UK
Of the various purposes for which the children
were trafficked, the second largest group of
children was trafficked for the purpose sexual
exploitation
All those trafficked for sexual
exploitation were female, primarily from Nigeria
and the UK, and were on average between the
ages of 14-16 years.
Issues relating to the care
and support of Unaccompanied and Separated
Children (UASC) left at the border by
traffickers and seeking asylum in the UK have
long been of concern to the UK government,
local regional authorities and voluntary
organizations, as these children are often still
under the control of traffickers.

The UK has several national plans of action 
 to address child sexual exploitation. 
The most notable plans are the UK Action Plan 
on Tackling Human Trafficking, the Tackling 
Child Sexual Exploitation Action Plan and 
Violence against Women and Girls Action 
Plan, which was issued by the Home Office 
in 2011

Wait, so that's three different plans on how to deal with the same issue?! 

The UK government has recently undergone 
significant organizational changes in the area of 
child protection, and these changes impact the 
coordination and cooperation efforts involved 
in combating CSEC. The UK has extensive 
resources and excellent governmental services 
available to combat CSEC. There are currently 
at least five different law enforcement units 
that work on child exploitation issues: Child 
Exploitation and Online Protection Centre 
(CEOP); Serious Organized Crime Agency 
(SOCA); National Police Improvement 
Agency (NPIA); National Crime Agency 
(NCA); and the United Kingdom Human 
Trafficking Centre (UKHTC). Additionally, 
there is the UK Border Agency (UKBA) which 
also addresses child sex trafficking issues as 
they relate to immigration and border patrol. 
These organizations are currently undergoing 
administrative transformations, which have led 
to confusion regarding the specific roles and 
obligations of each group. Further, many of 
the groups are involved in every aspect of child 
exploitation, from identification of victims to the 
implementation of victim support services. This 
type of replication leads to institutional overlap 
and redundancies. 
ECPAT UK recommends 
that the UK government streamline these 
organizations and create a more clearly 
established chain of command to enhance 
effectiveness in combating CSEC.

Jimf3 was the webmaster of BoyChat in 1997 when its hosting ISP gave notice to terminate its service. Jim organized a group of activists, including Alexis, Adam The Baroque Keyboardist, and others, and launched the Internet’s first paedophile-oriented fundraising campaing in order to buy expensive hosting services from vendors that could take the political heat to keep the accounts open. This was the beginning of the Free Spirits organization. A couple of years later, with its hosting vendors facing increasing political pressure, Free Spirits raised enough money and gathered enough volunteers to buy its own server and set up its own ISP.
Another "contribution" that Free Spirits has made to the pedophile community is that, with the help of Kalos, they developed the "boy love" symbol, which is a blue triangle, nested inside another, which they call the "BLogo." This has become a symbol that pedophiles use to identify their desires to have sex with children, on Websites, tee-shirts, jewelry, et cetera.

The LifeLine forum contains a small message board and a real-time support chatroom for people who are attracted to children. The site is closely associated with BoyChat and falls under the Free Spirits Coalition umbrella.

It would appear a number of trafficking groups are active in this region, both of women and children. Many children are sold by their families into slavery with the traffickers, who then sell them on for huge profits. Most end up on the borders of Germany and Austria as child prostitutes.
A report into trafficking in Czech Republic noted 
Mainly in the Czech-German or Czech-Austrian border regions, thousands of prostitutes work on the streets or in brothel-like establishments to satisfy the demands of foreign clients – a lot of them are child prostitutes "starting from the very little dwarfs to those who are 18 years old – most of them over 12 years old"

The Pedophile Group or Pedophile Group association is a Danish organisation which was disbanded on March 21, 2004. A website is still running, operated by a group of active members of the former association. It was originally founded in 1985. On July 23, 1996 the group had eighty registered members and participated in an International Congress in Denmark. It was also a member of the IPCE (formerly the International Pedophile and Child Emancipation). A 2004 newspaper article identified Dan Markussen as the organization's spokesman.
In 2000, a Danish TV documentary team went undercover to investigate the group. Members were shown exchanging child porn and giving advice on how to contact children in internet chatrooms. A man was arrested by police in connection with the investigation.
In 2000, the group asked its members to provide misleading information to authorities to help Eric Franklin Rosser, an ex-member of John Mellencamp's band and a man charged with producing and distributing child pornography, evade prosecution. He was convicted in 2001 however, and was subsequently added to the U.S. Federal Bureau of Investigation's most wanted list

Joseph Doucé (born feb, 13h, 1945 in Sint-Truiden, Belgium - probably died on Jul., 19th, 1990, in the Rambouillet forest) was an excommunicated Belgian baptist pastor, who achieved a degree at the then Protestant University in Amsterdam. He acquired French nationality in 1982. In 1976, he founded Christ Redemptor's Center in Paris. The CRC welcomed and gave a voice to believers belonging to sexual minorities: homosexual, transsexual, sado-masochistic and paedophile people.

Martijn
Founded in 1982. The most important pedophile association in Europe. On 27 June 2012 a Dutch court ruled that the group was illegal and ordered it to disband immediately. However this decision was overturned by a higher court in April 2013. The judge motivated his or her decision by stating that Martijn club did not commit crimes and the right of freedom of association.The group published the bulletin OK Magazine

PUBLIC FIGURES NAMED IN PAEDOPHILE RING

Policemen, social workers and prominent public figures have been accused of belonging to a paedophile ring which indulged in a relentless campaign of physical and sexual abuse in children's homes in North Wales.

The names of the alleged members of the ring have been given by witnesses in public sessions of the North Wales Child Abuse Tribunal, but they have been suppressed by the tribunal's chairman, Sir Ronald Waterhouse QC, who has threatened the media with High Court proceedings if they print them.

The Guardian today publishes for the first time detailed evidence about the alleged ring, which is said to have been based in Wrexham, and to have infiltrated local children's homes over a 20 year period.

Witnesses claim that members of the ring used their connections with police and social services to conceal their activities. All of the accused have denied the allegations.

Those named to the tribunal include:

A man who bears the same surname as a prominent Conservative supporter. Two witnesses have told the tribunal of a rich and powerful man who belonged to the alleged ring.

The son of an influential peer who admitted to police that he had been having sex with an under-age boy from one of the homes. Despite his admission, he was never prosecuted.

A powerful public official who has previously been cleared of abuse. Six witnesses have given separate accounts to the tribunal of his alleged rape of young boys. Another has reported him attending parties in Wrexham which were supplied with boys from a children's home.

Two social workers and two police officers, one of whom was accused of abuse on four separate occasions and exonerated each time, another of whom has since been jailed in another part of the country for gross indecency with a child.

More than a dozen other local men, including an executive with a local authority, a senior probation officer and a director of a major company.

All those named as members of the alleged ring have denied the charges, either in evidence to the tribunal or through their lawyers.

When the tribunal was established last year, it had been assumed that the press could report its proceedings, using the laws of privilege which allow them to name names from court cases and public hearings without fear of libel actions.

However, Sir Ronald then ruled that the media could not report the name of any living person who was accused or likely to be accused of abusing children in the North Wales homes unless they had previously been convicted of such an offence.

Since then he has extended his ruling twice: he has granted anonymity to one man who died 16 years ago and to another who has twice been convicted of sexually assaulting boys from a North Wales home.

Sir Ronald has argued that his ruling will encourage alleged paedophiles to come froward and give honest evidence without fear of retribution. Critics say this is unnecessary, since he has the power to compel witnesses to attend, and that those who have come forward have done so to deny the allegations and not to make a clean breast of their alleged offences.

One lawyer who has been involved with the tribunal said he feared that the anonymity ruling was actively discouraging witnesses. "Newspaper readers may well have information of potential value to this tribunal. They may themselves have been the victims of abuse, or they may have worked with the alleged abusers. But if the press is not allowed to inform them of the names of those against whom allegations are made, they will not learn that their information is important. So they will not come forward."

The tribunal was ordered by the last Conservative Secretary of State for Wales, William Hague, after Clwyd county council decided not to publish the report of an independent inquiry into allegations of abuse in its children's homes. The tribunal, which has been hearing witnesses for eight months, is expected to continue to take evidence until January.

I ask once more for the authorities to look at the P.I.E connection to Calderdale.

In fact, nay.... I DEMAND a re-investigation into the deliberate cover up and concealment of evidence and the ongoing denial of involvement of Convicted paedophiles who have already been documented as having connections to P.I.E, being overlooked simply because it doesn't suit somebody.

You have already discovered they had fingers in many more places than you initially believed.

Somebody has tried to cover up the P.I.E involvement in Operation Screen and Skircoat Lodge.

Do your job and Investigate properly.

WHY were the CPS and the Chief Inspector allowed to seal the files in 2001?

WHY in light of recent events are they STILL refusing to reopen the investigation?

Albany Trust has never supported the organisation known as P.I.E. financially, nor in support of its misguided ideology. Nor has Albany Trust ever associated itself in any way with P.I.E. in the past. For the sake of clarity, Albany Trust wishes to make it clear it entirely dissociates itself from any organisation promoting the sexual abuse of children.
The issues that have been raised by the recent media coverage of links between P.I.E. and N.C.C.L. (now Liberty) are historic. Questions have been asked relating to the 1970s and whether Albany Trust also had links to P.I.E. These matters were dealt with in Parliament at the time by the government, and extensively in the public domain by Antony Grey (then Director of Albany Trust) in his book Quest for Justice (Sinclair-Stevenson, 1992.
The Minister speaking for the government of the day, stated in Parliament: "I am satisfied that no public money is being used (by Albany Trust) for any propaganda purposes on behalf of such an organisation [P.I.E.] (Hansard - HC Deb 15 December 1977 vol 941 cc 900-1).
The account given by Antony Grey makes it clear that the source of these questions were false allegations made by Mrs Mary Whitehouse. These were based on misinformation that had alarmed her about the purpose of funding provided by the government to Albany Trust. Although Mrs Whitehouse acknowledged Albany's letter to her correcting the facts by publishing it in her book, Whatever Happened to Sex? (Wayland, 1977), she never publicly apologised for her error.
Albany's counselling services continue to provide much-needed support for individuals from all backgrounds, across the spectrum of sexuality. The Trust adheres to a professional code of ethics and practice of the British Association for Counselling and Psychotherapy.

Russian Ambassador to Netherlands. Diplomatic Immunity Saves Paedo?

I found brief mention of an incident in Netherlands but info is scarce, as one would imagine
In October police in The Hague briefly arrested Russia’s deputy ambassador on suspicion of child abuse, forcing the Dutch foreign minister to apologise for violating his diplomatic immunity. Source 
If anyone has further info, it would be great.. Nobody should be immune from prosecution.

Riverside Community Home, Rochester (2002)

Found a collection of news reports about a series of beatings at a residential school in Rochester. Interestingly, the prosecution was Her Justice Julia Macur.
Watson, of Meadow View, Burntwood, denied eight counts of causing cruelty to a child and five counts of causing actual bodily harm to boys in his care between 1979 and 1985. He was later given a nine-month prison sentence suspended for 18 months yesterday. He was found guilty of two counts of committing cruelty to a child.

Jury told of beatings at children’s home

A 33-year-old labourer from Stoke-on-Trent told a jury how he was beaten and humiliated by a deputy head officer at a county children’s home.
Darren Underhill was aged 15 when he claims he was subjected to a series of assaults by Thomas Watson at Riverside Community Home School in Rocester.

He told the jury at Stafford Crown Court one of the beatings took place after he ran away from the social services home.
Mr Underhill said: “He said ‘you are going to have it when you get back’. I was thrown in a cell and there were four members of staff there. I got hit first and went down.
“I curled up in a ball and the next thing I knew I was kicked and punched. It might have lasted for a minute or two. I was screaming.”
He said he was taken to a medical room and received four stitches to a shin wound.

Paedophilia: Further scandals may be revealed as inquiries show widespread cases

The appalling abuse committed by Frank Beck, who was entrusted with the running of three children’s homes in Leicestershire, was what alerted police officers to the possibility that a national scandal had gone undetected.

Before the conviction of Beck, who was sentenced to five life terms in 1991 for sexual assaults against more than 100 children, few officers believed that such widespread and systematic abuse was possible.

The true scale of Beck’s crimes may never be fully known but he is estimated to have assaulted between 100 and 200 children over 13 years. He was sentenced to a further 24 years on 17 charges of abuse, including rape. He died in jail from a heart attack, aged 52, in June 1994.

Tony Butler, the Chief Constable of Gloucestershire and spokesman on abuse issues for chief police officers, said: “In the past social workers and police officers simply didn’t believe the children. We didn’t think that short of thing went on in children’s homes. With Beck’s trial it became painfully clear that they could and did go on in children’s homes.”

Since Beck, many other abuse inquiries and trials have taken place, including the report by Sir Ronald Waterhouse into the horrific abuse of children in care homes in North Wales, which was first revealed by The Independent.

But as a survey by this newspaper has found, an unprecedented number of investigations are continuing and many more scandals may emerge.

The survey gives the fullest picture to date of where the inquiries are taking place. Many police forces have attempted to keep their work secret, partly for not wanting to alert potential offenders. Some are also concerned that by going public former residents may come forward and make bogus allegations in the hope of obtaining compensation.

These forces would rather approach potential victims and question them away from the spotlight of publicity. Others believe publicity is one of the best ways of obtaining new witnesses.

The Independent survey has identified 67 separate investigations at 32 of the 44 forces in England, Wales, and Northern Ireland, where inquiries are either continuing or have recently been completed.

A national database of historic abuse inquiries, most concerning children’s homes and schools in the Seventies and Eighties, held by Gwent police, has a list of 34 forces involved in 98 separate inquiries. The numbers are increasing on a monthly basis.

The database aims to link alleged perpetrators to different inquires, and expose paedophile rings and examples of travelling abusers. So far the police have 59 links or “hits”. These cases are taken from a list of more than 1,800 names of suspected paedophiles, convicted abusers, and care workers, teachers and individuals, who have aroused suspicion.

A total of 67 investigations have been identified by The Independent. The police have asked for details of some of them to remain a secret because they are at a particularly sensitive stage. They involve more than 400 homes and school, at least 2,000 victims, 415 suspects, and have in excess of 400 detectives working on them full-time. They have so far resulted in at least 51 convictions and there are 25 trials pending.

Many of the inquiries are huge and involve substantial resources. In Greater Manchester, Operation Cleopatra is investigating more than 66 care homes. Operation Flight in Gwent is investigating 19 homes, including the former children’s home at Ty Mawr near Abergavenny in west Wales. The police want to trace 10,000 former residents.

In Devon and Cornwall, Operation Lentisk is examining allegations of abuse throughout the two counties between 1960 and 1985. A 34-strong team is investigating allegations from more than 230 former pupils and residents against 102 alleged offenders.

Not surprisingly, considering the vast area it covers, the Metropolitan Police has the most investigations, with 22 recorded on the national police database. These include a 31-strong team to look at 30 local authority care homes in Lambeth over allegations of abuse against up to 200 children, said to have happened from 1974 to 1994.

Operation Care in Merseyside is investigating 84 care establishments. So far 27 people have been convicted of physical and sexual abuse.

The care scandal started to emerge in 1989 when the police investigated a series of complaints from past residents about abuse in Castle Hill, a privately owned home in Ludlow, Shropshire, which took in children from local authorities. Allegations of abuse were made by 57 victims, and in 1991 Ralph Morris, proprietor of the home, was jailed for 12 years.

The inquiry sparked off a series of new investigations, most notably in Staffordshire, North Wales and Leicestershire.

The extent of the institutional abuse, in which hundreds of vulnerable children suffered the most appalling assaults and mental torture, was illustrated by the Tribunal of Inquiry headed by Sir Ronald Waterhouse. His report, published last February, said at least 650 people had been abused in children’s homes in North Wales.

But while many people had hoped that the worst of the care scandals had already come to light, the extent of the current investigations, and likelihood that these will mushroom, make this a vain hope.

* The latest child abuse scandal to hit the Catholic church came to light yesterday as police confirmed investigations into accusations of sexual abuse and brutality by monks.

A report is said to name 12 former teachers and care workers at St Ninian’s List D School. The school, operated by the Catholic teaching order the De La Salle Brothers in Gartmore House, Stirlingshire, was closed almost 20 years ago.

The allegations, which cover more than two decades – between 1960 and 1982 – are believed to centre on seven monks and five staff. Two of the monks have since died while the remaining five have retired.

No.10 Porn Adviser Arrested For Child Porn

One of David Cameron's closest aides has resigned after being arrested on child pornography allegations.
Patrick Rock has been closely involved in drawing up Government policy on internet porn filters.
He quit after the Prime Minister learned he was at the centre of a police probe over images of child abuse.
Detectives from the National Crime Agency searched No 10 and examined IT systems and offices used by Mr Rock, deputy director of the Downing Street policy unit.
Mr Rock was a protege of Margaret Thatcher and has held a series of senior posts in the Conservative Party. He has been close to Mr Cameron for many years.
Described as the Prime Minister's 'policy fixer', the unmarried 62-year-old had been tipped as a leading contender for a Conservative peerage only weeks ago.
His arrest and resignation from Downing Street, where he has worked since 2011, will send shockwaves through the party's high command. The Prime Minister is said to be 'extremely shocked'.

Haut De La Garenne

The Jersey Accommodation and Activity Centre is a building in Saint MartinJersey, in the Channel Islands. It was formerly known as the Industrial School, the Jersey Home for Boys, and Haut de la Garenne. Its previous uses have included being an industrial school, a children's home, a military signal station, a television filming location, and a youth hostel. In 2008 it became the focus of the largest investigation into child abuse ever conducted in Jersey.

It started in the spring of 2007. Formerly, a social worker, Simon Bellwood had made a complaint about a "'Dickensian' system" where children as young as 11 were routinely locked up for 24 hours or more in solitary confinement in a secure unit where he worked.[1] The wider investigation into child abuse over several decades became public in November that year. It received international attention when police moved into Haut de la Garenne, then being used as a youth hostel.
